A common-sense proposal to protect every D.C. resident's peace of mind when they order food. Join us in asking the Council to act.
Apps like DoorDash, Uber Eats, and Grubhub now carry a large share of the meals our residents eat. Once food leaves the restaurant, customers have no way to confirm it has not been opened or handled. Reports and viral claims of drivers and food workers tampering with orders — including claims of tampering aimed at Black customers — have left many residents afraid to eat what they order. Whether a particular claim proves true or false, the fear is real, and right now residents have no simple way to protect themselves or document a problem.
Require restaurants to seal delivery orders with tamper-evident bags, labels, or stickers before handing them to a driver.
Require delivery platforms to let customers report a broken or missing seal in the app, with a refund and no penalty to the customer.
Require platforms to investigate seal-breach reports, deactivate drivers with confirmed tampering, and refer confirmed cases to law enforcement.
Require platforms to publish yearly data on tampering complaints and how they were resolved.
Our platform already lets residents document incidents through web recording, photo and file upload, and text message (SMS/MMS). We can adapt these tools so residents can report broken seals or suspected tampering with timestamped evidence, giving the Council real local data instead of rumor.
Through AVSTTRA, our nonprofit workforce standards body, we maintain verified worker profiles, reputation records, and fair-pay standards. That same model can help set accountability standards that protect customers while also protecting honest drivers from false accusations.
Our network of directors, staff, and outreach members can gather input from Ward 7 residents and help spread awareness once a policy is in place.
Dear Councilmember Felder,
I am writing to you as a Ward 7 resident and as the founder of Nautical Compass, a D.C.-based workforce and community platform. I ask that you introduce or support legislation requiring tamper-evident packaging on all third-party food delivery orders in the District, and I would like to offer our platform to help put it into practice.
Apps like DoorDash, Uber Eats, and Grubhub now carry a large share of the meals our residents eat. Once food leaves the restaurant, customers have no way to confirm it has not been opened or handled. Reports and viral claims of drivers and food workers tampering with orders, including claims of tampering aimed at Black customers, have left many residents in our community afraid to eat what they order. Whether a particular claim proves true or false, the fear is real, and right now residents have no simple way to protect themselves or document a problem.
A tamper-evident seal is a low-cost, practical fix. We ask the Council to consider legislation that would:
1. Require restaurants to seal delivery orders with tamper-evident bags, labels, or stickers before handing them to a driver. 2. Require delivery platforms to let customers report a broken or missing seal in the app, with a refund and no penalty to the customer. 3. Require platforms to investigate seal-breach reports, deactivate drivers with confirmed tampering, and refer confirmed cases to law enforcement. 4. Require platforms to publish yearly data on tampering complaints and how they were resolved.
The Nautical Compass infrastructure is already in place and can support this effort:
- Community incident reporting: Our platform already lets residents document incidents through web recording, photo and file upload, and text message (SMS/MMS). We can adapt these tools so residents can report broken seals or suspected tampering with timestamped evidence, giving the Council real local data instead of rumor. - Worker standards and accountability: Through AVSTTRA, our nonprofit workforce standards body, we maintain verified worker profiles, reputation records, and fair-pay standards. That same model can help set accountability standards that protect customers while also protecting honest drivers from false accusations. - Community outreach: Our network of directors, staff, and outreach members can gather input from Ward 7 residents and help spread awareness once a policy is in place.
This approach protects everyone: customers, honest drivers, and restaurants whose reputations are on the line. It gives every resident, regardless of race, peace of mind about what they put in their bodies.
I would welcome the chance to meet with you or your staff and demonstrate the platform.
Thank you for your time and your service to Ward 7.
Respectfully, Fredrick Johnson Founder, Nautical Compass Apex Vision Holdings LLC 949-281-4355 | lastminutetech321@gmail.com nauticalcompass.com
